The UK Government’s Foreign and Commonwealth Office (FCO), together with the Geneva Centre for Security Sector Governance (DCAF), is running a joint project to promote Good Governance in Cybersecurity in the Western Balkans.
In line with global best practices and in order to enhance the cyber resilience of the State, in particular the energy sector, the Kosovan Ministry of Economy decided to establish a sectoral Cyber Security Incident Response Team (E-CERT).
NRD Cyber Security experts carried out the project in two phases:
– The first phase consisted of a report providing a brief overview of the legal requirements for a CERT operating in the energy sector and an initial proposal for the design of the future team – including a proposal for the initial mandate, responsibilities, and accountabilities, a description of the services that could be provided, the human and technological resources needed and other information.
– The second phase included an updated legal overview and a more detailed CERT design document which included a mandate, a facilities plan, an IT and information security plan, an organisational structure with job descriptions, a training plan, detailed information on internal procedures and policies, templates for agreements, and recommendations for the next phase.
