Ownership, coordination, and conduct of international and local cybersecurity capacity building and CSIRT establishment and modernisation projects;
Contributes to the development of cybersecurity capacity building and CSIRT establishment and modernisation services;
Contributes to the preparation of cybersecurity capacity building and CSIRT establishment and modernisation sales and proposal documentation;
Participates as a speaker in international, regional and local seminars and workshops in the area of cybersecurity capacity building and CSIRT establishment and modernisation;
Contributes to outreach activities for cybersecurity capacity building and CSIRT establishment and modernisation (e.g., drafting publications, participating in conferences/seminars, active participation in developing best practices in various organisations etc.).
Requirements
Advanced university degree in law, political science, international relations, international human rights, information security or related field;
Minimum 5 years of experience working as a project manager in the areas of IT, digitalisation and/or cybersecurity, cybersecurity capacity building;
Knowledge of best international practices and standards in the area of cybersecurity capacity building as well as CSIRT establishment and modernisation (e.g., ENISA, ITU, GFCE, FIRST.org);
Knowledge of the EU cybersecurity legal and policy documents (e.g., EU NIS 2 Directive, EU Cybersecurity Act, European Cyber Resilience Act, etc.) as well as EU cybersecurity governance structures;
Knowledge of national and organisational cybersecurity maturity models (e.g., The Cybersecurity Capacity Maturity Model for Nations (Oxford CMM), ITU GCI, National Cyber Security Index (NCSI), SIM 3, SOC CMM, etc.);
Experience in the development of National Cybersecurity Strategy (NCS), improving Critical Information Infrastructure Protection (CIIP), enhancing Cybersecurity Crisis Management frameworks;
Strong organisational skills with an ability to work independently and self-responsibly within the given deadlines;
Critical thinking and generation of extraordinary new ideas;
Excellent communication skills (oral and written);
Excellent written and spoken English are a prerequisite.
Preferred additional qualifications
Project Management Certificate (e.g., PRINCE 2, PMI, etc.);
Good knowledge of additional language(s), e.g., French or Spanish;
Understanding of security standards (ISO 27k, NIST).
